There are those in the RI field who use a very strict, disciplined, structured approach, which costs thousands of dollars to learn and hire them to do for you.

Hi xx, This type of connection is best done by the person that wants to send the love, namely you. The reason is Remote Influence or Telepathy, as I like to call it, works best with true emotional bonds.
So all you need to do is go into a meditation, perhaps using one from youtube.com, then imagine your step son in front of you. Then send him, from the deep recesses of your heart, this feeling and the words that ‘you love him.’
Do this with as much intensity as possible for as long as you can hold the feeling. Then stop.
